Rule 3
Land use of national forests shall not be changed
(1) The land use of the National Forest shall not be changed.
(2) Notwithstanding anything written in sub-rule (1), if it is necessary to change the land use of a forest area for national security, the Government of Nepal may grant permission to change the land use of an area of a national forest.
(3) According to sub-rule (2), the area for which land use change has been approved shall be used only for the purpose for which the approval has been given.
